Lev is a teen who's been through many things, most of them horrific. Sure, for the first thirteen years of his life he plays the part of a good son wholeheartedly, as he sincerely believes that as the tenth child it's his duty to be tithed. However, once he goes through the whirlwind of an escape with Connor and Risa - and especially his time on the Hi-Rez - he comes to see life much differently.
He knows now that the world isn't fair, and that a just God wouldn't believe in Unwinding. He chooses to believe in a God that doesn't want people to be Unwound, and if he could publicly stand up for it, he would - however as a result of his crimes he's been ordered to 'disappear'. He wishes he can help Connor and Risa, but knows that he has no chance of making it on his own.
However, he does what he can - he tries convincing people, especially former tithes, one by one that Unwinding is not the way to do things. He is disgusted by the actions of his family and other families that have children simply to be Unwound out of a sense of religious duty. He's been cut off by his family, and it hurts him deeply - but he hides his frustration with sarcasm, most of the time (it can be argued that he picked this up largely from Connor, who is not the best of role models). This leads to him having stormy moods, able to sulk for a week over a single topic. He hides it when he has to though and put on a polite face for the sake of other people, whom he truly wants to help. It frustrates him to be so passive, however.
Lev generally comes off as a polite boy, unless someone starts talking about Unwinding, clappers, or his family around him - and people inevitably do. When that happens he grows angry and frustrated, liable to start yelling at someone. He's been through a lot and it shows, and he has a hard time reining in his anger. He also has a little trouble with appropriate social interaction simply because he wasn't taught it - his life was supposed to end at thirteen, so he's especially awkward around girls. He takes it personally when people don't do what he thinks they're going to do, and in many ways he acts like a child. He can be demanding when he feels like he needs to in order to get something done, and he does tend to shout and pace in frustration.
To people who get on his good side, however, Lev is fiercely loyal. He never wants to hurt someone again, and he still has a tendency to try to defuse a situation by talking, but he's also learned that sometimes that just won't happen. He's clever and athletic and puts both to good use if he has to come up with a plan, and his version of a plan generally tries to minimize casualties - though often he's naive enough to think that his plan will work where he simply underestimates the cruelty of some people.
Backstory:
Here for the first book. The mid-series e-book summary (sort of) is here and is tiny but it basically touches the major points. The second book (up until he's from) history is as follows:
So Lev, being a terrorist, obviously isn't allowed to go live his life in peace. He's given a tracking chip and 520 hours of community service a year, which he spends with Pastor Dan on Sundays talking to 'troubled youth' in prisons. He's gained a knack for it, though when he asks Pastor Dan what religion they are, he says "Leviathan" (among other things), since Lev is the start of all of this.
He lives with his brother Marcus, and the two of them have been cut off from their family. Everything changed whenthe Fire Nation attacked the Girl Scout came to the door (which sounds as ridiculous as the Fire Nation thing but is actually what happened).
… Okay maybe she wasn't really a Girl Scout, given that she ended up being a Clapper and detonated in the middle of the house, killing Pastor Dan and injuring Marcus badly. Marcus was taken to the hospital and given Unwind parts - funded by their parents, who told Lev that they were taking him with them. Lev got picked up by the Cavenaugh Trust and had his last name legally changed to Garrity (Pastor Dan's last name).
They rerouted his tracking chip signal, and brought him far from it to the Cavenaugh Mansion, which the trust was using to house former tithes. It turned out that Lev was seen as kind of a religious figure (he joked about being the pope) and a symbol for former tithes. However, one former tithe didn't 'get with the program' (aka the deprogramming program), and tried to escape. Lev, having had enough of being treated like a cross between a demigod and a pet, followed her, where they were both captured by the parts hunter Nelson and tranq'd in the backseat.

In the morning, Lev runs.
It's not out of some sense of fitness, or even a real desire to see this place. He's not the same perfect angel he used to be - his hair's too long to be seen as anything but an angel who's been on the road for too many days anyway.
He runs because it reminds him of Marcus, and of Pastor Dan. He runs because he's afraid that if he stays too long in one place, that parts hunter will find him again and he'll wake up and this will have all been some nightmare.
He runs because while he knows this place is real, he wishes it wasn't, even though he doesn't have to fear being Unwound here or the Juvey cops. The demons that inhabit this place make him nervous, as if he were the one who summoned them here by his previous actions.
And he runs because the most real demons of all are the ones that seem to be chasing him in his mind, over the people he left behind and the things he should have done, and his parents and his family and the deaths that he's seen and the things he's had to do and the people he's met.
He knows that he carries an angel in his soul - or the representation of one, at least. That's what appears to help him fight off the demons. Zadkiel, the angel of mercy. He'd memorized most of the encyclopedia of angels his parents had - he'd even gotten an award for it in Sunday school.
Now he wishes he hadn't, since the idea of him being granted mercy, at least the mercy of the god his parents believe in is laughable. He was supposed to be a gift to God - and he doesn't regret being stolen from that purpose anymore. Maybe the God he wants to believe in, a god that doesn't condone Unwinding, could grant him mercy - but so far he hasn't seen enough progress against Unwinding done to believe that God can exist. Not yet.
He turns a corner and rounds the park, trying to run from his own thoughts.
